This commercial item description covers all-weather, mobile, battery chargers for garage, fleet, and industrial applications.
Salient characteristics:
Designed for charging both maintenance-free and conventional (including dry charge activation) batteries.
Multi-position, top switch or self-adjusting charging system.
Scaled ammeter and volumeter.
Automatic reset circuit breaker and 2-hour timer (minimum) with hold position for continuous charging.
Full wave rectification and triple insulated transformers.
Copper charging cables with short-proof charging clamps and power cord with three-prong plug.
Thermal overheat protection, reverse polarity protection, on-off switch.
Capability of testing for sulfated batteries, shorted, or frozen batteries, poor connection, and open circuit.
Equipped with rubber tired wheels.
Chargers snipped ready for service.
Markings, including identifying, rating and cautionary, in accordance with UL requirements.
UL listed (conforms to UL Standard 1236); the issue of UL standard in effect on the date of solicitation shall be used to determine compliance with stated requirements.

Certification. The contractor shall certify that the product offered meets the salient characteristics of this description and that the product conforms to the producer’s own drawings, specifications, standards and quality assurance practices and is the same product offered for sale in the commercial marketplace. The Government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract.
Recovered materials. The manufacturer shall utilize recovered materials to the maximum extent practicable.
Packaging, packing, and marking. The battery chargers shall be packaged in accordance with normal commercial practice and packed to assure acceptance by common carrier and provide product protection against loss and damage during multiple shipments, handling, and storage. The shipping container shall be in compliance with National Motor Freight Classification and Uniform Freight Classification. Marking shall be in accordance with the contract or order.
